I. INTRODUCTION <br /> <br />On April 7, 1997, the Elk River City Council adopted Resolution 97-25 authorizing the <br />preparation of this feasibility for Macon Street and Riverview Drive. The resolution was <br />based on a petition received from Country Ridge Development. The petition is valid since <br />the petitioner owns over 35 percent of the affected property. The area being studied is <br />shown in Exhibit 1. <br /> <br />This report will analyze the extension of City sanitary sewer and water to serve the <br />existing lots and proposed lots along Macon Street and Riverview Drive. Also, it will <br />consider construction of new permanent streets, including concrete curb and gutter and <br />appropriate storm sewer. <br /> <br />II. PROJECT HISTORY <br /> <br />In June 1996, the preliminary plat of Country Crossing 3rd Addition was approved. That <br />preliminary plat showed the potential for lots along Macon Street and Riverview Drive. <br />When the final plat was approved in August of 1996, the lots along Macon Street and <br />Riverview Drive were replaced with Outlot A and Outlot B. In approximately the same <br />time frame, the City of Elk River initiated a Feasibility Study to look at extending City <br />utilities and reconstructing permanent streets throughout the Riverview Heights and <br />Grandview additions. That Feasibility Study was brought forward and a public hearing <br />was held. At the public hearing, the decision was made not to proceed with the <br />improvement. Immediately, the City Council initiated an overlay project for the same <br />area, excluding Macon Street and Riverview Drive. These two streets were excluded <br />because of the potential for the platting of the additional lots approved with Country <br />Crossing 3rd Addition. The Developer of Country Crossing 3rd Addition has now <br />petitioned for the improvements necessary to serve these additional lots. <br /> <br />III. PROJECT SCOPE <br /> <br />The purpose of this study is to analyze the feasibility of providing sanitary sewer and <br />watermain to the existing and proposed lots along Macon Street and Riverview Drive, <br />while reconstructing the streets to the City standard of 32 feet wide with barrier style <br />concrete curb and gutter. Storm sewer will be added where needed.
