DESCRIBE THE EROSION OR WATER QUALITY PROBLEM. <br /> (~CLUDEPHOTOSOROTHERSUPPORT~G DOCUMENTATION) <br /> Rip Rap is currently located along the Mississippi River from <br />the Elk River Bridge to an area ~f 600 feet west of the Bridge. <br />Significant erosion occurs where the rip rap ends. SLR funds <br />received from the SWCD in 1991 and 1994 have helped, but more work <br />needs to be done. Exhibit 1 shows the project area. <br /> <br />2. DISCUSS THE PROJECT OBJECTIVES. <br /> The objectives are two-fold. The first objective is to control <br />erosion problems along the Mississippi.River and to protect the <br />River bank. The second objective is to allow City Planning to <br />continue for a boardwalk and park along the River, as shown by~ the <br />attached map. <br /> <br />3. DESCRIBE THE PROPOSED SOLUTION TO OBTAIN OBJECTIVES. <br /> The proposed solution is to continue placement of rip rap, <br />which is the most cost effective solution to the problem. <br /> <br />4. DESCRIBE THE PUBLIC AND PRIVATE BENEFITS OF THIS PROJECT. <br />(~CLUDE TONS SO~ AND SEDIMENT SAVED, PHOSPHOROUS REDUCTION, ETC.) <br /> <br /> The public benefits by this project, as it effectively <br />minimizes sediment into the River. Based on an area 300 feet long, <br />20 wide and four feet deep, the amount of sediment washing into <br />the River is approximately 24,000 cubic feet per year. The bank <br />is severely eroded with a number of dead trees and holes. Floating <br />debris covers the area of erosion durinqDeak flows of the River. <br />5. EXPLAIN HOW TI{IS PROJECT IS RELATED TO LOCAL COMPREHENSIVE PLAN <br />OBJECTIVES. <br /> The City has been working since 1990 to address erosion concerns <br />in this area. The City has planned to construct park improvements <br />in the area, once the erosion problems are taken care of. <br /> <br /> <br />
