'ity of

MEMORANDUM

ITEM 4.11.

iver

FROM:
DATE:

Mayor & City Council

Pat Klaers, City Adm~ator
April 7, 1997

SUBJECT: Mobile Home Trailer Park Ordinance
Update

I am pleased to advise the City Council that Dwight Poss from Credit
Management Resource Corporation, the mobile home trailer park appraiser
selected by the city, has received partial payment from the purchaser of the
mobile home park for appraisal work related to the manufactured homes in
the park. All this is in accordance with the ordinance adopted by the City
Council on March 17, 1997. The city has provided Mr. Poss with a list of
residents that have been notified for the public hearings regarding this issue.
Mr. Poss has indicated that he should be able to complete the work within a
few weeks and that he has been directed to provide the original appraisals to
the purchaser of the park and a copy is being provided to the owners of the
manufactured homes.

Over the past few weeks several concerns have been raised about the clarity
of the ordinance approved by the City Council on March 17, 1997. In order to
clean up any possible misconceptions, the City Council has authorized a
public hearing on April 21, 1997, to consider a revised manufactured home
park closings ordinance. The biggest concern related to the choice for the
manufactured homeowners to either receive payment for their home in
exchange for the title or to receive relocation expenses. It was the intent of
the city, and will be the intent of the revised ordinance, to make it clear that
each individual manufactured homeowner has the choice.

13065 Orono Parkway · P.O.
