Box 490 <br />Elk River, MN 55330 <br /> <br />RE: MUNICIPAL STATE AID DESIGNATIONS AND REVOCATIONS <br /> <br />Dear Council Members: <br /> <br />Recent development activities in the City have left the Municipal State Aid System with <br />1.22 miles of available Municipal State Aid designation to put on the City's system. As <br />has been the practice in the last few years, we are recommending that the designated <br />route follow the Draft Transportation Plan. Specifically, we are recommending <br />designating a route that initiates at the intersection of Fillmore Street and 175th Avenue. <br />It goes directly south from that location to 165t~ Avenue, then east to Jarvis Street, then <br />south again to TH 10. This was designated Route F on the exhibit from the Draft <br />Transportation Plan. <br /> <br />This route designation will require approximately 2.4 miles of Municipal State Aid <br />designation. To accomplish this, we are recommending that three routes be removed <br />from the State Aid system and redesignated in this area. The first one is Lowell Avenue <br />between Main Street and TH 10. Moving this route makes sense, since the City is <br />planning to reconstruct this segment of road in 1997 without the use of Municipal State <br />Aid dollars. If we leave that designation on Lowell Avenue, we will lose construction <br />funds because the City will have upgraded the street. The second route we are <br />suggesting removing from the MSA system is Dodge Street from Elk Hills Drive to 193rd <br />Avenue. As you are aware, this area is entirely developed; therefore, there is no <br />possibility of ever constructing this route. The third segment we are suggesting <br />removing is the extension of 193rd Avenue from Tyler Street to CSAH 13. At some <br />point, this route may be constructed. At that time, we can always redesignate this <br />segment, but at this time we believe it makes more sense to take the designation off this <br />location and move it to the Jarvis Street alignment. <br /> <br />Attached are two resolutions for the Council's consideration. The first one revokes the <br />three existing designations discussed above. The second resolution designates the new <br />alignment. I have also attached a map which shows the location of the routes to be <br />removed from the State Aid system and the new route to be designated. <br /> <br />An Equal Opportunity Employer <br /> <br /> <br />
