In addition, the project will be the <br />first comprehensive study of the corridor, and as such is not yet sufficiently <br />developed to be in a TIP.' <br /> <br />Because it links two distinct metropolitan areas with smaller rural communities in <br />between, this project presents something of a dilemma for both of the agencies <br />charged with developing transportation policy and implementation guidelines in the <br />project area.
