February 24, 1997 <br /> <br />The Honorable Nick Joe Rahall <br />Ranking Member <br />Surface Transportation Subcommittee <br />House Transportation and Infrastructure Committee <br />B-375 Raybum House Office Building <br />Washington, D.C. 20515 <br /> <br />Dear Congressman Rahall: <br /> <br />This is a request for specific funding for a critical transportation need in the State of Minnesota. <br />It is a multi-modal transportation study and program for the Minneapolis to St. Cloud corridor, <br />the State's fastest urbanizing corridor. <br /> <br />The many units of government in the corridor believe that proactively planning and providing for <br />transportation improvements within this essential, regional corridor is fundamentai to its long- <br />term viability, as the surrounding land uses rapidly change from rural to urban. A special joint <br />powers development agency, representing counties, regional rail authorities, cities and townships <br />is being established to administer the project. <br /> <br />We are requesting $6 million in federal funds to conduct both the corridor and environmental <br />phases of the study. A three year funding schedule is proposed. The attached transportation <br />project evaluation responds directly to the Subcommittee's criteria for project consideration, and <br />illustrates the public need for the improvement. <br /> <br />Thank you for your consideration of this critical transportation need in the State of Minnesota's <br />most rapidly urbanizing corridor. <br /> <br />Sincerely, <br /> <br />James L.
