February 24, 1997

The Honorable Nick Joe Rahall
Ranking Member
Surface Transportation Subcommittee
House Transportation and Infrastructure Committee
B-375 Raybum House Office Building
Washington, D.C. 20515

Dear Congressman Rahall:

This is a request for specific funding for a critical transportation need in the State of Minnesota.
It is a multi-modal transportation study and program for the Minneapolis to St. Cloud corridor,
the State's fastest urbanizing corridor.

The many units of government in the corridor believe that proactively planning and providing for
transportation improvements within this essential, regional corridor is fundamentai to its long-
term viability, as the surrounding land uses rapidly change from rural to urban. A special joint
powers development agency, representing counties, regional rail authorities, cities and townships
is being established to administer the project.

We are requesting $6 million in federal funds to conduct both the corridor and environmental
phases of the study. A three year funding schedule is proposed. The attached transportation
project evaluation responds directly to the Subcommittee's criteria for project consideration, and
illustrates the public need for the improvement.

Thank you for your consideration of this critical transportation need in the State of Minnesota's
most rapidly urbanizing corridor.

Sincerely,

James L. Oberstar
Ranking Democratic Member

Attachment
