Elk River City Council Meeting <br />March 24, 1997 <br /> <br />Page 2 <br /> <br />4.2. <br /> <br />Consider Resolution Supportinq TH 10 Multi-Modal Transportation Corridor <br />Development <br /> <br />4.3, <br /> <br />4.4, <br /> <br />4.5. <br /> <br />City Administrator Pat Klaers explained that a feasibility study is being considered <br />to study multi-modal transportation along the Highway 10/Burlington Northern <br />corridor from Minneapolis to St. Cloud. Funding for the study would come from <br />the federal government via the Intermodal Surface Transportation Efficiency Act <br />(ISTEA). The City Administrator indicated that to request funding, local <br />governments within the corridor need to adopt a resolution of support. The City <br />Administrator further indicated that a joint powers agreement must be finalized <br />and approved in the near future. He explained that the joint powers agreement <br />establishes a joint powers board that will be responsible for implementing the <br />feasibility study. <br /> <br />Mayor Duitsman and the Council indicated their support of this effort. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 97-22, A RESOLUTION <br />SUPPORTING THE TH 10 MULTI-MODAL TRANSPORTATION CORRIDOR DEVELOPMENT. <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPOINT MAYOR DUITSMAN TO <br />REPRESENT THE CITY OF ELK RIVER ON THE DEVELOPMENT AND IMPLEMENTATION OF <br />THE JOINT POWERS AGREEMENT. COUNCILMEMBER THOMPSON SECONDED THE <br />MOTION. THE MOTION CARRIED 2-0-1. MAYOR DUITSMAN ABSTAINED. <br /> <br />Consider Meetinq Date for ClP Worksession <br /> <br />COUNClLMEMBER HOLMGREN MOVED TO CALL A SPECIAL MEETING TO HOLD A ClP <br />WORKSESSION ON MONDAY, MARCH 31, 1997, FROM 5 P.M. TO 7:30 P.M. <br />COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />Consider Resolution Supportin.q LAWCON Grant Application <br /> <br />City Administrator Pat Klaers informed the Council that the city is applying for four <br />grants to acquire funds for trail development and trail improvements. He <br />indicated that if successful, the funds will be used to pave 12,000 feet of trail from <br />Oak Knoll Park to County Road 33 on the Railroad Trail. He further indicated that <br />if successful, staff is requesting that $50,000 of the project be paid from park <br />dedication funds. <br /> <br />Councitmember Thompson indicated his concern for meeting park needs of 10-1 <br />year olds on the east side of Highway 169. <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT RESOLUTION 77-23, A RESOLUTION <br />IN SUPPORT OF 1997 FEDERAL ISTEA GRANT APPLICATION. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />WWTP Annual Report- Darrell Mack <br /> <br />Darrell Mack presented the 1996 Wastewater Treatment Plant Annual Report. <br /> <br /> <br />
