~. <br />~l <br />River <br />REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ma ox & Ci Council 5.4. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Administration November 1, 2010 Rebecca Haug, Environmental <br /> Administrator <br />ITEM DESCRIPTION REVIEWED By <br />Source-Separated Composting Resolution to Apply fox FY 2011 Lori ohnson, Ci Administrator <br />Envixontnental Assistance Grant Pxogxam REVIEWED BY <br />ACTION REQUESTED <br />Staff is requesting adoption of the attached resolution authorizing staff to apply for the FY 2011 <br />Environmental Assistance Grant pxogxam to continue providing subsidies fox residents to participate in <br />the City's Source-Separated Composting Program. <br />BACKGROUND/DISCUSSION <br />The Minnesota Pollution Control Agency (MPCA) has giant money available for entities interested in <br />Source-Separated Composting. The city's Source-Separated Composting Pxogxam has been going on <br />since 2008 when the city applied fox a SCORE grant from Shexbuxne County to do a pilot pxogxam in the <br />Trout Brook Farms development. Due to the success of the pilot, the City applied fox additional grant <br />funds from Shexbuxne County to open the pxogxam to all city residents. These giants funds were quickly <br />spent on purchasing containers for the residents and subsidizing the cost of the service. The goal for the <br />giant was to have 1,700 residents ox 25% of the city's residents participating in the program. Cuxxendy, <br />there axe only 450 residents participating. Residents who axe not participating have commented on the <br />price of the carts and the service. <br />In the application to the MPCA, staff is requesting funds to cover the costs of the carts and pay fox half <br />of the costs if the resident is willing to downsize their garbage container. In addition to the costs fox the <br />carts and services, staff is planning on utilizing the Minnesota School of Business (MSB) Outreach <br />pxogxam to help advertise the benefits and explain the pxogxam to residents. Organics make up <br />approximately 25% of the waste stream.
