REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Parks and Recreation Commission <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Action/Discussion October 13, 2010 Steve Benoit, Recreation Manager <br /> Chris Leesebe ,Parks Planner <br />ITEM DESCRIPTION REVIEWED BY <br />Park Hours Ordinance Adjustment Lori Johnson, Ci Administrator <br /> REVIEWED BY <br />ACTION REQUESTED <br />Staff is recommending that the Parks and Recreation Commssion recommend approval of the ordinance <br />amendment regarding park horns. <br />BACKGROUND/DISCUSSION <br />Concern has been raised in regards to activities that occur in Elk River City Parks after hours. Current <br />City ordinance states that parks are open to the public from 6:00 a.m. to 10:00 p.m daily. There are, <br />however, cases where activities are operating outside that timeframe. Examples of activities that are <br />occurring after park hours include: <br />• Mountain bike riding at I~llside Park <br />• Hikers/Skiers at Woodland Trails Park <br />Disk golf at Lions Park <br />• Parks and Recreation events such as Fright Night <br />The Parks and Recreation Commission discussed, at their September 8, 2010 meeting, that adjustment to <br />the ordinance will allow appropriate activities to occur in parks outside of established hours under the <br />direction of the Parks and Recreation Department. <br />To summarize the proposed changes, the current ordinance only allows parks to be used from 6:00 a.m <br />through 10:00 p.m The proposed ordinance change would allow two parks, Hillside City Park and <br />Woodland Trails Park, to be used until 12:00 am with approval of the City and with issuance of a pemut. <br />ATTACHMENTS <br />• Proposed Ordinance Amendment <br />ACtIOtl Motion by Second by Vote <br />Follow Up <br />N:\Departments\Comtmu~ityDevelopment\Planning\Case Files\OA\OA 10-10 Pads Hours\Park Hours Request ForAttion.doc <br />
