Staff has met with Applebee's and their engineers to modify the plan shghtly to address some of the issues brought up during the site plan review process. Applebee's has made those changes accordingly and with the exception of a few conditions outhned in the report, the plan is acceptable. Please refer to the attached report to the Planning Commission for specific information regarding the site plan review. Building Elevations The proposed building elevations include primarily a face brick material. The windows surrounding the building are covered with a decorative awning with the Applebee's corporate color scheme of green, sand and rust. Decorative lamps are also installed around the entire perimeter of the building. The entire trash enclosure and storage area will be completely enclosed with the same material proposed for the building. On-Sale Liquor As previously mentioned, Applebee's will have a bar area offering the sale of liquor for on-site consumption. On-sale liquor is a conditional use and also requires a hquor hcense. Currently, on-sale hquor estabhshments are not required to have a setback from any uses such as pubhc facihties; therefore, staff does not see a conflict with the sale of hquor at this location. Planning Commission Recommendation The Planning Commission recommends approval of the conditional use permit request by Applebee's Restaurant to construct a 4,759 sq. ft. restaurant and bar with the conditions outhned in the staff report. The Commission also added a 9th condition which requires "no parking" signs be installed along Freeport Avenue. s:\council\cu97-4.doc
