Memo to the Mayor and City Counci]/CU 97-4 <br />March 17, 1997 <br /> <br />Page 2 <br /> <br />· Monday through Thursday - 1 lam to 12 midnight <br />· Friday and Saturday - llam to 12:30 am <br />· Sunday - 10am to 12 midnight <br /> <br />Site Plan <br /> <br />The proposed site plan is very similar to the concept plan that was submitted <br />with the Heying Addition which is the plat for this property. Staff has met <br />with Applebee's and their engineers to modify the plan shghtly to address <br />some of the issues brought up during the site plan review process. <br />Applebee's has made those changes accordingly and with the exception of a <br />few conditions outhned in the report, the plan is acceptable. <br /> <br />Please refer to the attached report to the Planning Commission for specific <br />information regarding the site plan review. <br /> <br />Building Elevations <br /> <br />The proposed building elevations include primarily a face brick material. <br />The windows surrounding the building are covered with a decorative awning <br />with the Applebee's corporate color scheme of green, sand and rust. <br />Decorative lamps are also installed around the entire perimeter of the <br />building. The entire trash enclosure and storage area will be completely <br />enclosed with the same material proposed for the building. <br /> <br />On-Sale Liquor <br /> <br />As previously mentioned, Applebee's will have a bar area offering the sale of <br />liquor for on-site consumption. On-sale liquor is a conditional use and also <br />requires a hquor hcense. Currently, on-sale hquor estabhshments are not <br />required to have a setback from any uses such as pubhc facihties; therefore, <br />staff does not see a conflict with the sale of hquor at this location. <br /> <br />Planning Commission Recommendation <br /> <br />The Planning Commission recommends approval of the conditional use <br />permit request by Applebee's Restaurant to construct a 4,759 sq. ft. <br />restaurant and bar with the conditions outhned in the staff report.
