March 14, 1997

TO:

Steve Ach, City Planner
and
City Council Members

FROM:

Marian Jacobs

Dear Steve and Council Members:

As you are aware, I have decided to sell my property due to
personal reasons. I am 84 years old, and have lived on the
property for 47 Years. I,physically can not maintain the
property on my own due to age and expensive maintenance services.
I am seeking your assistance to resolve a situation affecting the
sale of my property to Good Value Homes, Inc.

It is my understanding that Good Value Homes designed a plan that
has met City density, lot size, etc. ordinances. However, the
City has held up the planning approval process because they are
unable to decide whether to abandon or maintain 193rd Street.
This decision, according to Good Value, has delayed final cost
projections and has delayed my plans.

In addition, the Lafayette Woods Development has negatively
affected the value of my land by ending'Rush Street right in the
middle of my of woods. This design has created additional grading
and clearing expenses on the developer.

Finally, I ask that you please approve the Good Value design
which meets the City ordinances, and therefore allows a qualified
buyer to purchase my property. Your approval of this project is
what I am seeking as a landowner and taxpayer in the City of Elk
River.

Sincerely,

Marian Jacobs
