Memo to the Mayor and City Council/P 96-13 <br />March 17, 1997 <br /> <br />Page 2 <br /> <br />Overview <br /> <br />The prehminary plat involves an area of approximately 38 acres bounded by <br />Proctor Road on the east, 193rd Avenue on the south, and the Lafayette <br />Woods development on the north and west. There is one single family home <br />on the subject property which is located in the northeast corner of the parcel. <br />The proposed prehminary plat incorporates the existing home, as the <br />developer believes the condition of the home will fit in with the proposed <br />subdivision. There is one exception to the plat which is approximately 2-1/2 <br />acres in area and is located along Proctor Road. This exception has an <br />existing home on it and is not included within the plat. <br /> <br />The property has similar natural characteristics as the south half of <br />Lafayette Woods, immediately to the west. The majority of the property is <br />open with no natural vegetation. However, the north 280 feet of the property <br />is wooded with a mixture of oaks and other mature hardwoods. Along the <br />southern portion adjacent to the wetland complex there is a mixture of poplar <br />trees and red twig dogwoods, along with other vegetation commonly found <br />along a wetland complex. Attached to this report is a letter from Tim <br />Edgeton of the County Tree Board explaining that the northern portion of the <br />property had an oak wilt infection site approximately at the intersection of <br />Rush Street and 194th Avenue. Apparently this has been controlled in the <br />past by the County Tree Board, however the area is considered high risk for <br />additional oak wilt. <br /> <br />Once again, similar to the Lafayette Woods development, the property has <br />varying topography. The property has a natural rise from south to north of <br />approximately 66 feet. <br /> <br />There is also a wetland complex which traverses the lower half of the <br />property in a northeast-southwest direction. This wetland area captures a <br />majority of the existing drainage from the site which it detains, with the <br />excess running off further to the south of 193rd to another wetland complex. <br /> <br />Streets <br /> <br />The proposed plat has taken into consideration extending streets from the <br />Lafayette Woods development as well as aligning the main entrance off of <br />Proctor with Highland Road to the east. These connections have been <br />discussed along with the Lafayette Woods development when that was <br />reviewed by the Planning Commission and City Council. The main road <br />extending from Proctor through the development into Lafayette Woods would <br />also include a sidewalk as originally approved with the Lafayette Woods <br /> <br />s:\councilXp96-13x.doc <br /> <br /> <br />
