Memo to the Mayor and City Councfi/GP 97-3 Page 3 <br />March 17, 1997 <br /> <br />The proposed location for the greenhouse is the parking lot in front of the <br />store. The garden center will take up 43 parking spaces near the north end of <br />the store and will block one parking aisle. The location is out of the main flow <br />of traffic and should not create any tr~f~c flow problems. <br /> <br />Recommendation <br /> <br />Staff recommends approval of Target's request for a general planning permit <br />to allow a temporary greenhouse/garden center with the following conditions: <br /> <br />IF TRAFFIC BECOMES A PROBLEM AROUND THE SITE, THE SALES AREA <br />SHOULD BE DELINEATED WITH SOME TYPE OF BARRIER TO RESTRICT TRAFFIC. <br /> <br />THE GREENHOUSE/GARDEN CENTER MUST BE KEPT IN GOOD CONDITION <br />THROUGHOUT THE TIME IT IS IN PLACE. <br /> <br />THE LOCATION OF THE GREENHOUSE WILL BE CONSISTENT WITH THE SITE <br />PLAN. <br /> <br />THE GREENHOUSE AND DISPLAY AREA SHALL BE REMOVED WITHIN ONE <br />WEEK OF THE END OF SALES AND THE SITE BE RETURNED TO IT ORIGINAL <br />CONDITION. <br /> <br />s:\planning\scott\gp97-3.doc <br /> <br /> <br />
