Memo to the Planning Commission/CU 96-19 <br /> February 25, 1997 <br /> Page 3 <br /> <br />Other Issues <br /> <br />The change in residency really has no affect on the landscaping <br />requirements, utilities or grading. However, it is worth mentioning that one <br />of the reasons for changing the entrance into the project from Highland Road <br />to Jackson was a safety concern for residents exiting onto Highland Road. <br />There is a slight vertical curve on Highland Road as it extends west of <br />Jackson. This curve contributes to a visibility concern for eastbound traffic <br />on Highland Road. <br /> <br />Recommendation <br /> <br />It is recommended the Planning Commission consider amending the planned <br />unit development agreement for Derrick Investment to eliminate the <br />residency requirements from the original proposal of 55 years and older. <br />Staff does not believe removing the residency requirement will have an <br />impact on the "physical planning" of the townhouse project. The real issue is <br />whether the Planning Commission and the City Council approved the <br />rezoning and PUD based on the 55 years and older concept. If the <br />Commission recommends approving the amendment to the planned unit <br />development agreement, staff would recommend adding a condition which <br />reads as follows: <br /> <br />The plans be modified accordingly to provide adequate off street parking <br />at a ratio of .5 parking stalls per unit. These additional parking stalls can <br />be included as part of extended driveways, on-street parking on those <br />streets 30 feet and wider, and at the end of driveways where additional <br />parking stalls can be created. <br /> <br />\\elkriver\sys\shrdoc\planning\pc\cu96-19.doc <br /> <br /> <br />
