2ty of

iver

ITEM 7.2.

MEMORANDUM

Mayor & City Council
FROM: Pat Klaers, City Administrator
DATE: February 18, 1997

SUBJECT: Authorization for Bids/Northbound

Provided that the City Council approves the conditional use permit for the
Northbound Liquor Store project, it is recommended that the City Council
authorize the architect and construction manager to go out for bids. It is
tentatively scheduled that bids will be accepted until some time in mid
March and that they will be opened, reviewed, analyzed, and presented with
a recommendation to the City Council on April 7, 1997. In this manner we
can begin construction early in the spring and be completed by October, 1997.
Attached for your review is the most recent draft of the advertisement for
bids, the work schedule on this project until the April 7th Council meeting,
the budget, etc., for this project. Also attached is a set of plans for the
project. A larger set is available in the Planning Department if the Council
would like to take a look at them.

Between now and when the bids will be opened, the finance department will
do a detailed analysis of the funding for this construction project and the
bonding that is necessary. We now feel that the total project is in the $1.4 -
1.45 million range. The length of the revenue bonds will depend on the
amount of money that is available to "buy down" the project along with the
amount of profits that are annually available for debt payment.

X\elkriver\sys\shrdocXcouncil\authbids.doc

13065 Orono Parkway · P.O.
