The <br />moratorium would not affect co-location on existing facilities or the <br />replacement of existing towers. <br /> <br />Recommendation <br /> <br />Since APT has indicated that they are likely to need a second tower in the <br />city in order to meet their future coverage needs and there is the probability <br />that other carriers will want to locate cellular facilities in the city, the <br />Planning Commission and staff are not entirely convinced that APT's <br />proposed tower location is the best possible location given the city's long <br />range goal of providing effective cellular coverage while controlling the <br />number of antenna towers located in the city. However, the Planning <br />Commission and staff have exhausted other alternatives available at this <br />time and recommend that the City Council approve Ordinance No. 97-__ <br />rezoning certain property to Antenna Overlay District based on the <br />following: <br /> <br />The rezoning would not adversely affect the property under <br />consideration. <br />The rezoning is compatible with surrounding land uses. <br />The applicant has shown that the proposed rezoning to AT is necessary <br />in order to provide effective cellular phone coverage in this area. <br /> <br />The Planning Commission and staff recommend approval of the request by <br />APT for a conditional use permit to construct an antenna tower with the <br />following conditions: <br /> <br />The tower be a mono pole design and shall utilize building materials, <br />colors, texture, screening and landscaping so that it blends in with the <br />background and surrounding natural settings <br /> <br />o <br /> <br />An agreement providing for co-location and prompt removal of unused <br />and/or obsolete tower be attached and become part of the permit. <br /> <br />o <br /> <br />The tower and equipment building shall be removed within 6 months <br />of cessation of operation unless a time extension is granted by the City <br />Council. In the case of multiple users of this tower, this condition shall <br />not become effective until all users of the tower cease operations for 6 <br />months. <br /> <br />The tower shall not contain any signage or identification, including <br />logos, except as may be required by State and Federal regulations. <br /> <br />s:XplanningXscottXcu9626cc.doc <br /> <br /> <br />
