PAUL <br /> <br />WASECA <br /> <br />Last week, Pat Klaers, Steve Ach, and I were discussing the anticipated petition for a <br />feasibility study from the developer of the Wadde Schultz property. In discussing that, <br />we had an opportunity to review the history of how the improvements in the Western <br />Area of Elk River were accomplished. If the Council recalls, the Western Area had a <br />large feasibility study authorized by the City Council which laid out the groundwork for <br />the development of that entire area and also the assessment implications. Then, as each <br />phase of that development was brought forward, the City Council authorized a more <br />detailed feasibility study dealing with only that particular phase. In fact, currently we are <br />preparing a more detailed feasibility study for the third, and final, phase of the Western <br />Area. <br /> <br />This approach seemed to work very well in the Western Area. Therefore, we would <br />recommend the City Council authorize the preparation of a similar all-inclusive feasibility <br />study to assimilate all the work which has been accomplished to-date in the Eastern Area. <br />We would envision the study being much like the Western Area feasibility study, dealing <br />with the trunk sanitary sewer and water, drainage issues, and major street issues. We <br />would estimate that this type of feasibility study would take approximately six weeks to <br />prepare. Also, it would deal with the assessment and City-funded portion of the project, <br />along with examples of what the assessments would mean to the major land owners in that <br />area. Most of the technical work necessary for this study has already been accomplished <br />with the exception of some storm drainage work and wetland issues. This document <br />would lay the groundwork for any future developments, including the potential Phase I <br />of the Wadde Schultz property. <br /> <br />Attached is a resolution for the City Council's consideration which orders a feasibility <br />study for the entire Urban Service Area in eastern Elk River.
