SPECIAL MEETING OF THE ELK RIVER MUNICIPAL <br />UTILITIES COMMISSION HELD AT <br /> ELK RIVER MUNICIPAL UTILITY OFFICES <br /> WEDNESDAY, JANUARY 29, 1997 <br /> <br />Members Present: <br /> <br />John Dietz, President <br />George Zabee, Vice Chair <br />James Tralle, Trustee <br /> <br />Others Present: Terry Maurer, MSA; Bryan Adams, General <br /> Manager; Glenn Sundeen, Line Superintendent, <br />Robert McCartney, Water Superintendent, <br />Patricia Hemza, Office Manager <br /> <br />President John Dietz called the Special Meeting to order at <br />4:00 P.M. for the purpose of awarding the bid for a 69 KV sub- <br />station transformer and to review water rates. <br /> <br />Mr. Adams requested that an up-date of electric rates be added to <br />the Agenda. <br /> <br />Mr. Zabee moved to add an up-date of electric rates for <br />discussion, to the Agenda. Mr. Tralle seconded the motion. <br />Motion passed 3-0. <br /> <br />Big tabulations were presented for the 69 KV sub-station <br />transformer. <br /> <br />Mr. Zabee moved to accept the low bid of $314,816.00 for <br />the purchase of a 69 KV transformer from Waukesha and to <br />authorize the use of Equipment Certificates, through the <br />City, for payment of the transformer. Mr. Tralle seconded <br />the motion. Motion carried 3-0. <br /> <br />Mr. Maurer presented a preliminary report consisting of a Rate <br />Study to review water use records and to estimate future demand, <br />operations, maintenance, renewal and replacement costs for the <br />water systems in the City of Elk River. The billing structure <br />was analyzed and recommendations were given. Water Access <br />Charges were analyzed with Debt Service and the rapid growth rate <br />taken into consideration. Discussion followed with action to <br />follow at a future meeting. <br /> <br />Mr. Adams discussed the Electric Rate Study in progress. The <br />Commission went over the recommendations and options. The final <br />report will be presented at the next meeting. <br /> <br />The next regular meeting of the Elk River Utilities Commission <br />will be on February 12, 1997, with the time changed, to begin at <br />3:30 P.M. <br /> <br /> <br />
