SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br /> HELD AT THE ELK RIVER CITY HALL <br /> SATURDAY, FEBRUARY 22, 1997 <br /> <br /> Members Present: Vice Mayor Dietz and Councilmember Thompson <br /> Members Absent: Mayor Duitsman, Councilmembers Farber and Holmgren <br /> <br /> Staff Present: Pat Klaers, City Administrator; Tom Zerwos, Chief of Police; Terry <br /> Maurer, City Engineer <br /> <br /> Others Present: Congressman Oberstar; State Representative Bruce Anderson; <br /> Jerry Hagen (Chamber); Ken Hasskamp; Mike Twaddle; Jackie <br /> Schuelein (Chamber) <br /> <br /> 1. Call Meeting To Order <br /> <br /> Pursuant to due call and notice thereof, the special meeting of the Elk River City <br /> Council was called to order at 11:15 o.m. by Vice Mayor Diefz. <br /> <br /> It was noted that there was not a quorum of the Council present. <br /> Introductions were made of all those present. <br />2. Discuss Hiqhway 169 Safety Issues <br /> <br /> Chief of Police Tom Zerwas provided some background information on some of <br /> the Highway 169 safety issues. The concerns relate to speeding on Highway t 69, <br /> the need for fencing between Main Street and 193rd, additional lighting of the <br /> highway, a pedestrian overpass of the highway, and signal warning flashers. <br /> <br /> An open discussion took place regarding the residential growth in Elk River on the <br /> east side of Highway 169, traffic volume on Highway 169, and the gravel industry <br /> in Elk River. <br /> <br /> Terry Maurer reviewed the status of the ISTEA grant applications for fencing, <br /> lighting, and a pedestrian overpass bridge. <br /> <br /> Congressman Oberstar expressed his concern over the safety issues and pledged <br /> his support to help see that appropriate consideration of our funding requests <br /> take place so that improvements can be installed in the near future along and <br /> over the Highway 169 corridor. <br /> <br />3. Adjournment <br /> There being no further business, Vice Mayor Dietz adjourned the meeting. <br /> <br /> The special meeting of the Elk River City Council was adjourned at approxiately <br /> 12:1,5 p.m. <br /> <br />..~_.~ectful, ly submitted, <br /> <br /> City Administrator <br /> <br /> <br />
