PAUL

WASECA

As you requested, I have reviewed my CSAH 1 file and put together the following
chronological history of this project:

On January 31, 1994, I met with Dave Schwarting at the City's direction to
discuss the status of CSAH 1. Mr. Schwarting indicated he had set aside
$100,000 for CSAH 1 funding in 1994, and said he would consider additional
funding in 1995. Mr. Schwarting indicated he did not have sufficient manpower
and would look for the City to take the lead on the project and the County would
act as the reviewing and funding agency.

On February 21, 1994, the City Council passed Resolution 94-14 indicating their
desire to have CSAH 1 upgraded and their willingness to take the lead on the
project.

On May 15, 1995, the County had an informational meeting at the Elk River
Country Club with property owners that would be affected by the construction.
These consisted primarily of companies within the Elk River Industrial Park and
businesses in the surrounding area. At this meeting, there was details on the
construction presented and a phasing plan.

On June 6, 1995, you and I had a follow-up meeting with Doran Cote and Dave
Schwarting to discuss City concerns regarding the construction plans. My letter
of June 14, 1995, addressed to you, summarizes that meeting.

An outcome of the June 6 meeting with the County was a request from them for
the City Council to pass a resolution requesting a traffic signal warrant study of
the intersection of CSAH 1 and School Street. That resolution was passed by the
City Council on June 19, 1995.

230/213-2301 .jan An Equal Opportunity Employer
