Box 490 <br />Elk River, MN 55330 <br /> <br />RE: COUNTY DITCH 28 TILE REPLACEMENT <br /> <br />Dear Mr. Rohlf: <br /> <br />As you requested, we have done a preliminary analysis of the tributary area to County <br />Ditch 28. Specifically, we looked at the section of the County Ditch, south of County <br />Road 35, flowing to the Elk River. In our review, we have assumed that the tributary <br />area will develop as it is currently zoned, and developing properties will not be allowed' <br />to exceed the predevelopment rate based on agricultural land use. Based on these <br />assumptions, the peak discharge will be approximately 234 cfs for a 100-year, 24-hour <br />storm event, using a type 1 rainfall distribution for rural areas. At this point, we have <br />not done detailed survey work for the section of the ditch in question. The diameter of <br />pipe needed for the future would be somewhat dependent upon the slope at which it is <br />laid. We would estimate that the diameter of this section of pipe would be between 48 <br />inches and 60 inches. <br /> <br />One question that arises while looking at this section of the County Ditch is whether or <br />not the City will have to acquire easements for the section of pipe down the riverbank. <br />We have assumed that, where possible, the pipe would be placed within the Troy Street <br />right-of-way. Since the street has only a gravel surface, it can easily be restored. <br /> <br />We have estimated the construction cost for this section of pipe south of County Road 35 <br />to outlet to the Elk River between approximately $110,000 and $150,000. Using the <br />typical City overhead of 28%, the total project cost could be from $140,000 to $190,000. <br />We are prepared to proceed with plans and specifications.
