PAUL <br /> <br />WASECA <br /> <br />The Lowell Avenue Reconstruction project was recently bid with Orono Lake 3rd <br />improvements and the Joplin Street reconstruction. The total construction bid for Lowell <br />Avenue was $50,625.55. With overhead, the total project is approximately 15 % under <br />the estimate in the feasibility study dated October 1996. As the City Council will <br />remember, the public hearing was postponed until the construction bids could be received <br />to determine what the assessment rate should be for street reconstruction in a commercial <br />area. Bearing in mind the assessment policy which has as a goal assessing 50% of these <br />types of projects and the City paying 50 %, the assessment rate for Lowell Avenue should <br />be established at $42/front foot. According to the City's Assessment Manual, street <br />reconstruction assessment rates are set by City Council resolution. Therefore, we have <br />attached a resolution which establishes the street reconstruction assessment rate at <br />$36/front foot for residential property and $42/front foot for all other property. <br /> <br />Also attached for the City Council's consideration are two resolutions. The first <br />resolution rescinds Resolution 96-104 and re-establishes that action in this resolution <br />which accepts the feasibility study and orders the public hearing for March 3, 1997.
