Memo to the Mayor and City Council (P 96-11) Page 4 <br />January 21, 1997 <br /> <br />construction on the proposed Lot 1, the school administration building be <br />removed and all utilities be appropriately removed or properly disconnected. <br /> <br />Grading of the Plat <br /> <br />As previously mentioned, the site has a natural grade of approximately 30 <br />feet rising from the south to the north. The grading plan reflects a lowering <br />of the site which will require removal of dirt from the site. It is recommended <br />that grading of the entire plat be completed prior to or in conjunction with <br />development of the first lot. This is recommended because of the integral <br />storm sewer system that is proposed as well as avoiding dramatic rises in <br />grade from one site to the next. It will also be important for development of <br />the first site to clearly define limits of construction to avoid erosion from the <br />undeveloped portion onto the developed lot. <br /> <br />Storm Water Ponds <br /> <br />Staff was concerned from the beginning with the design of the storm water <br />ponds. Originally, the slope of the ponds began immediately behind the curb <br />surrounding the parking area and along the existing sidewalks. The side <br />slope of the ponds were a 3:1, which is steeper than city ordinance allows. <br /> <br />Staffs recommendation is to maintain a "fiat area" of approximately 10 feet <br />between the curb and beginning slope of the pond. This fiat area was also <br />requested along the existing sidewalk. Establishing a "fiat area" would allow <br />opportunity for landscaping to occur and provide safe separation between <br />pedestrian and ponding areas. Lastly, the slope of the ponds were flattened <br />to a 4:1 rather than the 3:1 as previously proposed. <br /> <br />Final Plat <br /> <br />The City's subdivision ordinance allows the City Council to consider <br />preliminary and final plat at the same meeting. Staff has recommended this <br />on plats that are relatively small (2 to 4 lots) with few outstanding issues. <br />The developers have taken the advantage of this opportunity and are <br />requesting final plat along with their preliminary plat application. The City <br />Council certainly has the discretion to act on the final plat at this time, or <br />request changes prior to making its final decision. <br /> <br />Park and Recreation Commission <br /> <br />The Park and Rec Commission has reviewed the preliminary plat and are <br />recommending the park dedication requirements be satisfied through the <br /> <br />s:\council\p9611xxx.doc <br /> <br /> <br />
