The platting and development of this site will involve <br />eventually removing the existing administration building as well as the <br />associated parking lot. Beyond the administration building, the property is <br />presently vacant and extends northerly to the city property where the water <br />tower is currently located. <br /> <br />The property has a rising topography from south to north of approximately <br />30 feet. This natural rise will require the site to be developed in a series of <br />descending steps from the north parcel down to the south parcel. The site <br />will also have grading lowering some of the high points anywhere from 5 to 9 <br />feet, and construction of ponds which will require cuts of anywhere from 12 to <br />16 feet. <br /> <br />There is some existing vegetation around the administration building that <br />will be required to be removed based on the proposed development plans. <br />The existing pine trees along Highway 169 are located in Mn/DOT's right of <br />way and based on the proposed plans, are not shown to be disturbed. <br />However, I would anticipate a request to have some selective trimming of <br />those trees in the Mn/DOT right of way for visibility purposes of the <br />commercial businesses. <br /> <br />Lot sizes <br /> <br />The plat consists of four separate commercial lots. The lots range in size <br />from I acre up to 1.4 acres. All four lots meet the minimum lot size <br />requirement in the C3 district as well as the minimum frontage requirement. <br />The property is proposed to be developed with common driveways and <br />parking areas. Therefore, the lot lines have been drawn to permit each lot to <br />stand on its own with sufficient parking for each business. <br /> <br />Easements <br /> <br />The plat includes the appropriate lot line easements throughout the plat. <br />The plat also reflects a 30 foot utility easement along Highway 169 which <br />currently exists as part of a recorded document. This 30 foot easement was <br />established to extend the 24 inch watermain parallel to Highway 169 to serve <br />this area. The plat will need to be modified to include drainage and utility <br />easements over the proposed storm water ponding areas. <br /> <br />In addition, there is an existing sidewalk on the north side of School Street <br />between Highway 169 and Freeport which currently lies outside of the School <br />Street right of way. This sidewalk is currently not within any type of <br />easement or covered by an easement document.
