Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called <br />to order at 6:30 p.m. by Mayor Klinzing. <br />2. Consider 08/09/2010 Agenda <br />• MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY <br />COUNCILMEMBER MOTIN TO APPROVE THE AGENDA. MOTION <br />CARRIED 4-0. <br />3. Otien Mike <br />No one was present for open mike. <br />4. Worksession <br />4.1. 2011 Budget <br />Ms. Johnson presented the staff report. <br />The 2011 Fleet Committee purchases were reviewed by Fleet Committee Chair Mark <br />Thompson. Mr. Simon reviewed the financing of equipment. The Council agreed with the <br />purchases as proposed. <br />The budgets and goals for streets, snow removal, equipment services, police, fire, and <br />emergenry management were reviewed. <br />Streets Budget <br />Staff discussed the current MSA allocation for street maintenance stating it is currently at <br />five percent but could increase to 25 percent. Mr. Femrite stated he has been in contact with <br />MnDOT regarding changing the allocation. The City has until December to make the <br />• change. Ms. Johnson stressed the importance of maintaining the City's existing <br />
