[NORTHSTAR COMMUTER RAIL STUDY.] <br /> The commissioner of transportation, in conjunction with the <br />Northstar Corridor Development Authority, shall convene a work <br />group to further study the feasibility of constructing the <br />Northstar commuter rail. By January 15, 2004, the commissioner shall report the <br />work group's findings to the chairs and ranking members of the <br />legislative committees having jurisdiction over transportation <br />and capital investment.
