Commissioner Toth concurred. Ms. Mehelich stated <br />that she would ask citymaintenance staff to repaint as needed. <br />Commissioner Toth asked if HRA will be discussing improvements to the building with the <br />Arts Alliance. Commissioner Motin stated that the Arts Alliance is considering moving to a <br />different location. Chair Wilson stated that the Arts Alliance indicated theywould be doing <br />a survey and would be getting back to the HRA in September or October. <br />6. Consider Downtown Buildings Contract for Deed <br />Tim Simon provided background information regarding the HRA's contract for deed for the <br />716 and 720 Main Street properties. He discussed advantages of prepayment of the loan, <br />noting a savings of $6,000 - 7,000. <br />CommissionerMotin asked if there was anyreason not to payoff the loan. Ms. Mehelich <br />stated that paying off the loan would mean the )=IIZA would have less cash available for other <br />projects. <br />COMMISSIONER TOTH AND SECONDED BY COMMISSIONER LIESER TO <br />DIRECT STAFF TO WORK WITH THE HRA ATTORNEY TO PREPAY THE <br />CONTRACT FOR DEED FOR THE PROPERTIES AT 716 AND 720 MAIN <br />STREET . MOTION CARRIED 4-0. <br />7. Consider Year 2011 HRA Budget and Resolution Establishing HRA Levy <br />Ms. Mehelich provided an overview of the 2010 revenues and expenditures. She explained • <br />that the HRA has not levied the maximum amount allowed by state statute. Ms. Mehelich <br />stated that athree-percent decrease in taxable property valuation was predicted for 2011. <br />Staff recommended approval of the HIZA budget and resolution as detailed in the memo to <br />the HRA dated August 2, 2010. <br />Ms. Mehelich answered questions on various line items, including TIF 16 reimbursement <br />and the downtown study. <br />MOTION BY COMMISSIONER TOTH AND SECONDED BY <br />COMMISSIONER MOTIN TO APPROVE THE 2011 HRA BUDGET AS <br />PRESENTED. MOTION CARRIED 4-0. <br />MOTION BY COMMISSIONER LIESER AND SECONDED BY <br />COMMISSIONER TOTH TO APPROVE RESOLUTION N0.10-02, <br />ESTABLISHING THE HRA TAX LEVY COLLECTION IN YEAR 2011. <br />MOTION CARRIED 4-0. <br />8. Consider MN DEED Proposed Demolition Loan Program <br />Ms. Mehelich explained that the proposed new program would provide funds to <br />development authorities or cities for demolition activities on sites even when there is no <br />immanent redevelopment opportunity or plan. She stated that if the HRA is interested in <br />considering the program further, she would ask how they would like to proceed. <br />
