REQUEST FOR ACTION
To Item Number
Mayor and City Council 5.8
Agenda Section Meeting Date Prepared by
Community Development September 20, 2010 Rebecca Haug, Environmental
Administrator
Item Description Reviewed by
Fall 2010 Clean-Up Week Proposed Fee Schedule Lori Johnson, Ci Administrator
Reviewed by
Action Requested
Staff is requesting City Council to approve the proposed fee schedule for the Fall Clean-Up Week
scheduled for October 18-22, 2010.
Background/Discussion
City staff recently met with staff from the Elk River Landfill (ERL) to discuss this fall's Clean-Up events.
There has been concern on the City staff side about the amount of material being brought to the landfill
during Clean-Up Week and the costs associated with it. The City has been subsidizing a majority of the
costs associated with the disposal of materials during this event. Sherburne County typically provides
some grant funding for this event but is unable to this year. Because of this, staff is proposing that the
City Council charge residents the cost the City is charged for disposal. The cost is still considerably lower
than what theywould be charged during anon-Clean-Up Week.
The other advantage to charging the residents the same rate as the City is charged is that it will free up
staff time, since residents will not have to pre-pay for a voucher. Residents would simply stop by City
Hall, show their proof of residency, and be given a voucher with the City embossed stamp to bring to the
ERL to be able to dispose of materials at the City's rates. Then the City would not have to deal with any
of the financial duties related to the event.
Below is the fee schedule the City has been given by the Elk River Landfill. It shows the City Clean-Up
Week prices versus the average day prices.
Current City
Spring 2010
of Elk River Clean-Up
Pricing Current cash Week Prices
Material 9/9/10 Unit customer pricing

MSW (including carpet)
$47.00 per ton 1
ton min.
97.00
10
Electronics $25.00 each 32.00 6
Handheld electronics (cell phone, PDA) Free each Free n/a
Appliances $15.00 each 24.50 6
Appliances w/Freon $23.00 each 29.50 16
N:\Depantt~nts\CommunityDevelopment\Environmental\1VICKI\Solid Waste\Clean up Days\2010Mall 2010 recap - OC.doc
