Beahen, Chief of Police <br />ITEM DESCRIPTION REVIEWED B)/ <br />Request to approve Joint Powers Agreement with the State of <br />Minnesota, Bureau of Criminal Apprehension for the use of the REVIEWED BY <br />Criminal Justice Data Communications Network. (CJDN) <br />ACTION REQUESTED <br />The State of Minnesota is asking for Council approval of the Joint Powers Agreement that exists between <br />the Elk River Police Department and the Department of Public Safety, Bureau of Criminal <br />Apprehension. This agreement controls the link between the police department and the Bureau of <br />Criminal Apprehension Criminal Justice Data Communication Network. This is a renewable J.P.A. that <br />expires every five years by State Statute. The last agreement between Elk River and BCA was approved <br />and signed by Council in April of 2005. <br />BACKGROUND/DISCUSSION <br />This is a statutory required joint power agreement that must be signed by the Mayor and City Clerk after <br />it is approved by the Council. Approval allows the police department to continue running driver and <br />vehicle queries, criminal history checks, and enter data into the statewide system as required by law. It <br />also required the State to provide the infrastructure and link to the National Criminal Information System <br />(NCIC) as well. <br />FINANCIAL IMPACT <br />There is annual cost to have the CJDN connection, which is budgeted for and included in each of our <br />annual budgets. <br />ATTACHMENTS <br />^ Letter from BCA <br />^ Six copies of the J.P.A. <br />Action l~lotion by Second by Vote <br />Follow Up <br />C:\Documents and Settings\jbeahen\Desktop\Action Requested.doc <br />
