'` <br />1, In~roduc~tion <br />A> Background <br />The intent of this plan is to assist Elk River Landfill (the Landfill}, a subsidiary of Waste <br />Management Inc., in their desire to work with the community to develop an end use plan <br />far the Landfill. In addition, as part of the City of Elk River License renewal process, the <br />Landfill must develop an end. use plan for re-licensure in 2{}04. <br />The End Use Plan was developed as a community effort and the stakeholders are <br />comprised of the following: <br />• City of Elk River Planning Staff <br />• City of Elk River Parks and Recreation Commission <br />• Elk River Landfill <br />In addition, Livonia Township representatives participated in the process. <br />B. Approach and .Methodology <br />The planning and design process of the plan was established as apro-active approach by <br />having all the above stakeholders involved from the beginning to the final master plan. <br />The methodology used to develop a final plan centered on completing several activities. <br />~" The first activity is to understand landfill, its operation, technical parameters, landfill end <br />use precedents and other related base information. The second activity requires <br />stakeholders to be familiar with the site opportunities and constraints through site <br />~;~ observation and walk through. After that a third activity, a design working session, was <br />scheduled to brainstorm concept ideas as well as formulating a vision for this plan. <br />Several plans were generated and presented to the stakeholders following this activity. <br />The final activity was developing a final plan after comments and input from the <br />stakeholders. <br />C, Vision <br />During the work session with stakeholders, the vision for this closed landfill will be a <br />passive recreational use ~r~ith sojne commercial apportutaity~ at the i~at~ersection of <br />Higlti~°cx~~ 1 b~ arad 2215' Avef~ue. In addition, when full closure of the landfill is achieved <br />it is anticipated that some of the existing structures could be reused as recreational or <br />educational facility. To achieve this vision, the City will have to work with Waste <br />Management Inc. to develop final elevations, potential trail locations and final grades as <br />well as revegetation scheme.
