Beahen, Chief of Police <br /> <br /> 6-11-03 <br /> <br /> Request to purchase the final 2003 Squad car <br /> <br />Earlier this year we delayed the purchase of a fifth police vehicle until we knew what the <br />2003 budget impacts from the state would be. We are now aware of those cuts and are <br />asking to purchase the fifth police vehicle. We are seeking to replace our K-9 squad which <br />has very high miles and is frequently broken down. <br /> <br />The K-9 car currently has 127,610 miles on it and has suffered transmission failure, major <br />engine trouble and electrical problems. When that squad is down, we don't have a spare K-9 <br />car so our canine is out of service until the handler gets the vehicle back. I am asking to <br />replace this aging vehicle with a new squad, which would have a life expectancy of 5-6 years. <br />Currently we switch out the K-9 car with one of the better-used cars every two years. That is <br />a great deal of work and expense and always leaves us with a car in poor condition after the <br />first year. I had Bob Mahutga pull the repair record on this vehicle. We have spent $5,974 in <br />repairs in the past 36 months on this squad. He predicted that his shop could make this car <br />last another 23,000 miles, but that by 150,000 miles this vehicle will be very tired. <br /> <br />I have located a 2003 Ford Crown Victoria at Superior Ford for $21,313. This is the State <br />Contract price. We would have to add black accent paint for an additional cost of $1,500 - <br />1,800 and decals for $470. Set-up is estimated to be in the area of $1,000. Total cost for the <br />car is then approximately $24,583. <br /> <br />There are only two squad cars left to be purchased in the upper Midwest. Any other squads <br />will have to be ordered in the 2004 fleet order through Ford and won't be delivered until <br />next year. <br /> <br />I am requesting that the Council authorize the purchase out of the remaining equipment <br />certificates. Our fifth vehicle was originally planned to be a truck for our truck enforcement <br />position. Since that position has been eliminated that truck is no longer needed.
