<br />ELK RIVER PLANNING COMMISSION <br />WORKSHOP NOTES <br />TUESDAY, APRIL 8, 2003 <br /> <br />Members Present: <br /> <br />Chair Pederson, Commissioners Anderson, Franz, Jenson, Lemke, <br />Offerman <br /> <br />Members Absent: <br /> <br />Ropp <br /> <br />Staff Present: <br /> <br />Michele McPherson, Director of Planning; Scott Harlicker, Senior <br />Planner; Chris Leeseberg, Planner <br /> <br />Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. <br /> <br />1. Rle Zoning Standards <br /> <br />The Commission reviewed information provided by staff regarding the change in the <br />minimum lot size for the Rle Zoning District. The Commission reviewed the 1996 staff <br />reports relating to the changes in all residential zoning district standards. The Commission <br />reviewed a number of options to protect the natural features on the east side of the <br />comrmmity in the areas that are currently undeveloped. The options for protection include <br />rezoning the undeveloped Rle areas to Rld, which has a lot area of 14,000 square feet. The <br />currently subdivided sites would be rezoned to Rlc. <br /> <br />The Commission discussed alternative residential subdivision standards and the merits of <br />reverting back to POO requirements. Chair Pederson asked if this was not going back to <br />something the City Council wanted to get away from, as the adoption of the R3 T ownhome <br />standards was reaction to too many Planned Unit Developments being approved. <br />Commission Anderson stated that from his experience and training, the POO is the <br />strongest tool a city has for directing and manipulating development, however, standards and <br />expectations must be set high to ensure that the city gets what it needs from a development <br />and does not give away all of the advantages to the developer. <br /> <br />After continued discussion regarding the pros and cons of Rlc versus Rid versus POO, the <br />Commission agreed that for the interim, the Hillside area and the area south of County Road <br />12 would be rezoned to Rlc and the undeveloped area north of County Road 12 would be <br />rezoned to Rid. <br /> <br />2. Business Park Standards - Analysis of Adiacent Communities' Standards <br /> <br />The Commission reviewed the information provided by staff regarding a comparison of light <br />Industrial and Business Park zoning standards of adjacent communities. The comparison <br />was between Elk River, Big Lake, Anoka, Ramsey, and Rogers. For all intents and purposes, <br />the requirements are relatively similar except in the instance of outdoor storage. <br />
