Rd. 13 Bids <br /> <br /> Bids for the Co. Rd. 13 electric feeder construction were received on May 28, 2003. A bid tabulation <br />was presented to the Commission. Staff discussed the bids, as well as the process with Commission. <br /> James Tralle moved to accept the lowest responsive bid from MP NexLevel. Jerry Takle seconded the <br />motion. Motion carried 2-0. <br /> <br />5.3 Review 4th Avenue Pavement Rehabilitation Project <br /> <br /> Howard R. Green drafted plans, and specifications, and secttred bids for the 4~h Avenue Pavement <br />Rehabilitation Project. Bryan Adams presented a bid tabulation reflecting the results of the bid. The City <br />authorized the project on May 24, 2003. Staff responded to questions about the project, including <br />homeowner participation in replacing the non-copper services from the main to the curb stop. It is noted that <br />a 2003 ERMU budget contains a $35,000 item t~ replace the existing overhead electrical distribution with an <br />underground system, to coincide with the street rehabilitation. <br /> Jen-y Takle moved to authorize the Utility part in the 4* Ave. Pavement Rehabilitation Program. James <br />Tralle seconded the motion. Motion carried 2-0. <br /> <br />5.4 Review City Council Correspondence <br /> <br />There was no discussion, and no action on this item. <br /> <br />6.1 Review Elk River Comprehensive Plan (Draft #1) <br /> <br /> Michele McPherson appeared to review, answer questions, and receive comments regarding the first <br />draft offlae Elk River Comprehensive Plan. She explained the participating Committee members, and that <br />the plan is a 20 year plan. Bryan Adams asked if the City is capping growth based upon sewer capacity. <br />James Tralle asked about ecological restraints to ease the sewer capacity. Jerry Takle noted two corrections <br />that need to be made. Ms. McPherson urged the Commission to note the larger context of the plan. Jerry <br />Takle asked about cultural expansion, and noted that he feels the City needs to be more supportive in that <br />area. Bryan Adams discussed the Wellhead Protection portion of the plan. James Tmlle advised that he <br />believes the revised Plan is more fluid, and is a great improvement over the previous 1995 plan. Discussion <br />further included market projections, the traffic problems, and the logical progression of development. Ms <br />McPherson thanked the Commission, and Staff for their input. <br /> <br />6.2 Review & Consider Firearm Policy <br /> <br /> Bryan Adams reviewed with Commission the recently passed Conceal and Carry Firearms <br />legislation. Bryan Adams answered questions regarding the Concealed Carry Law 624.714, and explained <br />the Firearms Policy that has been drafted. <br /> <br /> James Tralle moved to adopt the Firearms Policy as presented. Jerry Talde seconded the motion. <br />Motion carried 2-0. <br /> <br /> <br />
