September 10, 2010 <br />To: Elk River City Council <br />From: Riverview Place Townhouse Association <br />Dear Council Members: <br />The Riverview Place Townhouse Association members (82-96 Morton Ave.) have some general <br />concerns with respect to the possible development of the Bailey Point property into a city park. <br />The areas of concern include:. <br />1. The need for the development of a privacy buffer between the park area and the <br />association Mississippi River riverfront property which extends several hundred feet <br />upstream of the townhouse dwellings. <br />2. General layout of the park trails and passible public facilities or accommodations within <br />the park. <br />3. Public access to the park area including the access point(s) to the park, hours of operation <br />of the park and the possible location of public parking for the park. <br />4. Maintenance and cleanup of the park area. <br />5.
