Peine <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />Union Congregational Church <br />Request for Appeal for Assessment - 2003 Street Assessment <br />Parcels 75-408-0355, 75-408-0360, 75-408--0365 and 75-408-0370 <br /> <br />Dear Ms. Peine: <br /> <br />As you know, I attended the City Council Meeting on May 12, 2003 related to the above assessments and <br />our appeal for an assessment reduction was rejected by the council. Union Church still feels that the <br />assessment amount is unjustified and is inconsistent. We request that the City Council again review the <br />assessment amount for our property prior to approving the assessment roll for the following reasons: <br /> <br />1) The size of the six (6) units on our four (4) parcels is not consistent with the rest of the units <br /> assessed in the project (see attached drawing). Lot Numbers 10, 11, 12, 13 and 14 are <br /> consistent as they are 60 feet in width and border 4th Street. However, Lot No. 9 does not even <br /> border 4th street and should not be considered as an assessable lot due to its size and also based <br /> upon your policy of assessing only one side of the property. At a minimum you should reduce the <br /> assessment quantity to five (5) units from the current six (6). <br />2) Across the street from our property are Parcels 75-408-0560, 75-408-0550, 75-408-0540 and 75- <br /> 408-0520. These parcels are assessed a total of one (1) unit for each parcel for a total four (4) <br /> units for the same lineal footage along 4th street. In this case our property should be assessed <br /> four (4) units. <br /> <br />I understand that the methodology of arriving at the amount of the units to assess for any project is <br />arbitrary; however, at the least it should be consistent. <br /> <br />We are asking the City Council to again review our request and consider reducing the number of <br />assessed units on our propertY. <br /> <br />Please call me at (763} 441-3132 or (612) 337-0000 to discuss any further items that I may need to <br />provide.
