REQUEST FOR ACTION <br />TO ITEM NUMBER <br />Ci Council 6.2. <br />AGENDA SECTION MEETING DATE PREPARED BY <br />Communi Develo ment Au st 16, 2010 erem Barnhart, Plannin Mana er <br />ITEM DESCRIPTION REVIEWED By <br />Ordinance Amendment by City of Elk River to Rezone Property <br />from I-1 (Light Industrial) and I-2 (Medium Industrial) to I-3 REVIEWED BY <br />(General Industrial),Case No. ZC 10-07 -Public Heating <br />ACTION REQUESTED <br />Staff and the Planning Commission recommend approval to rezone the subject property from I-1 (Light <br />Industrial) or I-2 (Medium Industrial) to I-3 (General Industrial) as proposed. <br />BACKGROUND/DISCUSSION <br />The City recently developed a new I-3 General Industrial Zoning District. The City's goal in creating this <br />new district is to preserve its limited industrially-zoned property for uses requiring infrastructure that is <br />either in place, readily available, or anticipated. Less intensive uses would be relegated to specific areas of <br />the community without infrastructure. <br />In the development of the ordinance, the prime area considered for the I-3 zone was the industrial <br />developments along Jarvis, in the SE corner of the city. These areas, industrial in character, are outside of <br />the urban services district, and are not anticipated to receive city water and sewer in the latest <br />Comprehensive Plan. <br />The new ordinance allows all the uses (with the exception of water and sewer treatment) that were <br />allowed in the I-1 and I-2 zoning district. Property owners impacted by the proposed rezoning should <br />see no change at all. <br />Comprehensive Plan <br />The rezoning remains consistent with the 2004 Comprehensive Plan. <br />Public Comment <br />During the public hearing, a property owner questioned the impact to his property.
