PROJECT NARRATNE <br />Great River Energy ("GREW) proposes to change the zoning classification of its Elk River <br />Headquarters Generating Plant Expansion parcel from R3 (TownhouseJMuf#iple Family Res.) #0 11 <br />(Light Industrial) to mare c{osely coincide with the actual ownership and intended use of the parcel. <br />GRE intends to grade and prepare the parcel for outdoor storage of wire reels and other types of <br />typical electric utili#y hardware and equipment. In addi#ion, GRE would prepare the site #o potentially <br />add a steel "Butler" type of building at some undetermined point in the future on the southwes# <br />portion of the parcel near the cemetery while maintaining the open character of the north end. <br />Please see the attached preliminary Grading, Drainage and Erosion Control Plan as well as the <br />Wetland Determination Report prepared by John Oliver s~ Associates for reference. <br />According to Section 30-1292 of the Elk River Code of Ordinances, the "1-1 district shall serve as a <br />transition between more industrial uses and residential and other business uses. This district is <br />appropriate for manufacturing,. warehousing, and similar industrial uses...These areas are intended <br />to encourage the development of industrial uses which are clean, quiet, and free of hazardous or <br />objectionable elements such as noise, odor, dust, smoke, glare, or other pollutants.a The GRE <br />parcel stands as a buffer between the industrial facilities fo the south, the business park to the east <br />and the residentia! uses to the west. GRE's development would provide for a more attractive and <br />efficient use of the currently vacan# parcel while minimizing the aesthe#ic effec#s to residents and <br />businesses.
