Zervvas, Chief of Police <br /> <br />/. <br /> <br />7 <br /> <br />v <br /> <br />DATE: <br /> <br />June 11, 2002 <br /> <br />SUBJECT: <br /> <br />Proposed Indoor Speedway <br /> <br />It is my understmding that the City has received a request to authorize an indoor speedway <br />in the vacant Ron's Foods building located in Elk River. <br /> <br />I have contacted the Brooklyn Center Police Department where an existing indoor speedway <br />has been conducting business since the last part of December (Thunder Alley). This race <br />track was built in a vacant K-Mart building. The BCPD informed me that there have not <br />been any complaints made regarding this business. <br /> <br />I also spoke with an employee of Thunder Alley who advised me that there are two (2) race <br />tracks at their facility; one for licensed drivers and one for juveniles over 48" tall. The karts <br />have a ma.."{imum speed of forty (40) miles per hour and twelve (12) miles per hour <br />respectively. They also advised me that the majority of patrons are in this younger group. <br />111ey are open seven (J) days a week and their hours are Monday through Thursday (9:30 <br />a_m. - 11:00 p.m.), Friday through Saturday (9:30 a.m. - midnight), and Sunday (9:30 a.m. - <br />10:00 p.m.). <br /> <br />There has been some resistance from the neighborhood in the area of the vacant Ron's <br />Foods building where there is a concern that this may become a "hangout" for our youth. I <br />am stressing that the City put restrictions on this new business regarding the activity in the <br />parking lot. I feel this area should be monitored by the owners to thwart any future problem <br />with juveniles loitering. <br /> <br />If you have any other questions, please give me a call. <br /> <br />TDZ/kma <br />
