Zervvas, Chief of Police /. 7 v DATE: June 11, 2002 SUBJECT: Proposed Indoor Speedway It is my understmding that the City has received a request to authorize an indoor speedway in the vacant Ron's Foods building located in Elk River. I have contacted the Brooklyn Center Police Department where an existing indoor speedway has been conducting business since the last part of December (Thunder Alley). This race track was built in a vacant K-Mart building. The BCPD informed me that there have not been any complaints made regarding this business. I also spoke with an employee of Thunder Alley who advised me that there are two (2) race tracks at their facility; one for licensed drivers and one for juveniles over 48" tall. The karts have a ma.."{imum speed of forty (40) miles per hour and twelve (12) miles per hour respectively. They also advised me that the majority of patrons are in this younger group. 111ey are open seven (J) days a week and their hours are Monday through Thursday (9:30 a_m. - 11:00 p.m.), Friday through Saturday (9:30 a.m. - midnight), and Sunday (9:30 a.m. - 10:00 p.m.). There has been some resistance from the neighborhood in the area of the vacant Ron's Foods building where there is a concern that this may become a "hangout" for our youth. I am stressing that the City put restrictions on this new business regarding the activity in the parking lot. I feel this area should be monitored by the owners to thwart any future problem with juveniles loitering. If you have any other questions, please give me a call. TDZ/kma
