<br />!Petition <br /> <br />Dear members of the Elk RiMer City Co.uncil: <br /> <br />We, the underosigned, strongly disagree with the Elk River Planning Commissions recommel11datio.n to <br />change the zo.ning of the building fcrmerly known as. Ron's Fccds. from R4 (Multiple Family Residential) to. <br />C3 (Highway Commercial), Case No. ZC02-06. We also strongly disagree with the Elk River Planning <br />Commission's reccmmendation to. grant a Conditional Use Permit for a ccmmercial recreational facility <br />(Indo.cr Go-Kart track w/video 9.ameS), Case No. CU 02-16. <br /> <br />We believe that the city's, ccrnprehenshf.e plan for development, is ccrrect b* haY-ing, the buildimg {cromerIM' <br />known as Rcn's Fceds zoned as R4. We believe that the city!s criginall intent for the R4 Zo.nil119 was to <br />provide protection for the hundreds of peo.ple who live in apartments and: private hcmes adjacemt to. the <br />building frcm being subject to inappropriate conditional use permits, such as an indo.or Go-Kart track with <br />video. games. We believe that a facility of this type may be apprepriate in a non residentiallccaticn. Fo.r <br />example, a similar facility knewn as Thunder Alley Indo.o.r Speedway, which is located in Bro.o.klyn Center <br />at 5930 Earl Bmwn Drive, is Iccated in a former K Mart store. . <br /> <br />We strongly believe that the hundreds of peo.ple who. live in the individual! family, hcmes and apartment <br />~esidences near the proposed: facility are being put in jecpar~ by, a business that is not neighbor.hood <br />~riendly fcr the following reasoms: <br /> <br />1. Increased ccngestion from added people in the area during the afternocn, <br />Evening and late at night. <br />2. Increased traffic ccngestion from cars during the afternocn, evening and late at night. <br />3. Increased noise from cars driving arcund the facility and in the neighborhood, because of roaring <br />engines and squealing tires. The neighborhood is already congested from existing traffic. <br />4 Increased noises frorn unsupervised teenagers cn the grounds of the facility during the afternoon, <br />evening and late at night. <br />5. Increased debris such as paper, cigarettes, fcod wrappers, and pop cans in the neighborhood frcm <br />unsupervised teenagers milling around the parking area and neighborhood while the facility is in <br />operaticn. <br />6. Increased safety concerns pertaining to. potential physical harm to area residents caused from <br />unsupervised teenagers milling around the parking area and neighborhood while the facility is in <br />cperation. <br />7. Increased potential cf damage to. property caused from unsupervised teenagers milling arcund in <br />the parking area and neighborhood while the facility is in operaticn. <br />8. Increased potential of illegal drug use by unsupervised teenagers while the facility is in cperaticn. <br />9. Increased potential of gang violence by unsupervised teenagers while the facility is in operation. <br />10.
