Petition Dear members, of the Elk River Cit~ Cauncil: We, the umderrsigned, strongl:y disagree with the Elk River Planning, Commissions recommendation to change the zoning of the building formerly known as. Ron's Foods. from R4 (Multiple Family Residential) to C3 (Highway Commercial), Case No. ZC02-06. We also strongly disagree wIth: the Elk Riveli' Plannililg Commission's recommendation to grant a Conditional Use Permit for a commercial recreational facility <tndoor Go-Kart track wi\tideo games), Case No. CU 02-16. We believe that the city's, comprehensive plan. for development, is eOfrrect by having the bu.ildililg formerly! knawn as IRon's Foads zoned as R4. Increased cangestion from added people in the area during the afternoon, Evening and late at night. 2. Increased traffic congestion from cars during the afternoon, evening and late at night. 3. Increased naise from cars driving around the facility and in the neighborhood, because .of roaring engines and squealing tires. The neighborhood is already cangested from existing traffic. 4 Increased noises from unsupervised teenagers an the grounds of the facility during the afternoon, evening and late at night. 5. Increased debris such as paper, cigarettes, food wrappers, and pop cans in the neighborhood from unsupervised teenagers milling around the parking area and neighbarhood while the facility is in operatian. 6. Increased safety concerns pertaining to potential physical harm to area residents caused from unsupervised teenagers milling around the parking area and neighborhood while the facility is in operation. 7. Increased potential of damage to praperty caused from unsupervised teenagers milling around in the parking area and neighborhood while the facility is in operation. 8. Increasecl potential of illegal drug use by unsupervised teenagers while the facility is in .operation. 9. Increased potential of gang violence by unsupervised teenagers while the facility is in operation. 10.
