1.0 INTRODUCTION <br /> <br />Schmidt Gravel Mining (Schmidt) is proposing through the submittal of a conditional use permit <br />application to the City of Elk River (the City) to mine gravel and operate a portable asphalt plant <br />on an approximate 66.06 acre site in the northern portion of Elk River (the Site). The location of <br />the Site is illustrated on Figures 1 and 2 in Attachment A. The proposed gravel mining location <br />is situated on two private properties owned by Schmidt. Approximately 500,000 cubic yards of <br />material will be mined from approximately 14.81 acres of the Site for a period of approximately <br />ten years. The project purpose is to obtain natural aggregate material for use in the construction <br />industry. Gravel material mined will be used for the production of asphalt, which will be used for <br />building new roads and improving existing roads in the surrounding area.
