Housing & Redevelopment Authority <br />June 7, 2010 <br />Page 2 <br />Chair Wilson asked where the "50-seat" number comes from in identifying restaurants, as • <br />stated in the Spending Plan (Section II.b.). Ms. Mehelich stated that a 50-seat restaurant is <br />generally associated with a "sit down" restaurant. She noted that the uses are ones that have <br />been identify by the City Council as desirable uses in the past. She explained that the City <br />Council will be asked to adopt the Spending Plan, so if the HRA has any changes or <br />suggestions, they should mare them now. <br />Commissioner Motin stated that the language "sit-doRm restaurant" could be changed to <br />"Class I restaurant". <br />MOTION BY COMMISSIONER TOTH AND SECONDED BY COMISSIONER <br />MOTIN TO APPROVE RESOLUTION 10-01, ADOPTING A SPENDING PLAN <br />FOR TAX INCREMENT FINANCING DISTRICT NO. 16 AND MODIFYING <br />INTERFUND LOAN RESOLUTION 02-02. MOTION CARRIED 5-0. <br />6. Consider Participation in Minnesota Main Street Program <br />Ms. Deckert introduced Emily Northey, MN Main Street Program Coordinator from the <br />Preservation Alliance of MN. Ms. Northeyprovided a PowerPoint presentation regarding <br />the MN Manz Street Program. She described the three levels of involvement in which the <br />city could participate in the program. Ms. Northey answered questions regarding types of <br />training, cost and networking. Commissioner Kuester stated she was not sure if the <br />communityis ready for full participation in the program, but felt the networking could be <br />valuable to connect with other cities. <br />Commissioner Motin stated that he did not feel the program was a good fit for the HRA and • <br />suggested that the Heritage Preservation Commission or River's Edge group might be <br />interested. <br />Ms. Deckert stated that she can provide the information to the HI'C and River's Edge <br />group. <br />Chair Wilson stated that he did not see a need for becoming a full member at this time. It <br />was the consensus of the Commission that Ms. Deckert could check with other groups for <br />interest in the program, such as the Heritage Preservation Commission and the Downtown <br />River's Edge group. <br />LJ~date on Neighborhood Stabilization Program <br />Ms. Deckert stated that all of the NSP funds have be used, noting that there are four down <br />payment assistance applications that are set to close the month of June. She stated that a <br />total of eleven down payment assistance applications were processed, as well as one home <br />acquired bythe HRA. Ms. Deckert provided a siunmaryof the NSP activities that were <br />funded, as outlined in the staff report to the Commission. <br />Chair Wilson asked if staff had information on other communities regarding the demand for <br />the NSP funding. Ms. Deckert stated that she was aware that Zimmerman was allowed to <br />expand their program and that the program favored those communities which placed an <br />emphasis on acquisition rehab. <br />Ms. Mehelich commended Ms. Deckert for the great job she did in marketing and • <br />administration of the NSP program. <br />
