<br />Regular Meeting Minutes
<br /> March 6, 2003

<br />The Northstar Corridor Development Authority met on March 6, 2003, in regular session at the
<br />Sherburne County Government Center, Elk River, Mimaesota.
<br />
<br />The following members, alternates and citizens were present: Mary Richardson, Bob Barnette,
<br />Jason Tidemarm, Bria~ Bensen, Peg Aho, Steve Novak, Steve Billings, David Loch, Paul
<br />McCarron, Dan Erhart, Robert Kirclmer, Derails Berg, Tom Gamec, Bruce Nawrocki, Paul
<br />Ostrow, Scott Harlicker, Duane Grandy, Tim Yantos, Lewis Stark, Felix Sclnniesing, Ewald
<br />Petersen, Jolm Norgren, Patrick Cairns, Gary Hammer, Woody Bissett, Bob Johnson, Kaye

<br />1. Duane Grandy, Chairperson, called the meeting to order at 4:35 p.m.
<br />
<br />A motion was made by Ewald Petersen, seconded by Lewis Stark and carried
<br />unanimously to approve the agenda of March 6, 2003, and the minutes of January 9,
<br />2003.
<br />
<br />3. Executive Committee Report:
<br />
<br />A motion was made by Jolm Norgren, seconded by Paul Ostrow and carried
<br />unanimously to approve the recommendation of the Executive Committee that the
<br />NCDA authorize the Chair to finalize negotiations and execme the contract
<br />amendment with Anton, Lobov & Associates, Inc. by extending the term of the
<br />Agreement through June 30, 2003, increasing the contract amount by $8,500.00,
<br />and modifying the scope of services, and also waive the insurance requirements in
<br />Section E paragraph 1 of the original agreement. Bob Johnson asked staff for
<br />clarification of expanded services to be performed by Paul Anton. Mary
<br />Richardson noted that the expanded scope of services would provide additional
<br />strategic and advisory services on the project including documentation and
<br />presentation of findings to policymakers.

<br />4. State Update:
<br />
<br />Report on Briefing of Governor Pawlenty: John Himle presented an update on the
<br />meeting with Governor Pawlenty at United Defense. He noted that the economic
<br />analysis was very compelling to the Governor and his staff and that we should
<br />know soon if they embrace the issues. Tim Yantos handed out a copy of the power
<br />point presentation made and an informational sheet on conclusions made by some
<br />of the presenters.

<br />Bob Johnson noted that the Governor was in St. Cloud 7 or 10 days following the
<br />presentation and when asked about Northstar, he referenced an incorrect cost
<br />benefit ratio. Mr. Jol2~son asked what steps are being taken to ensure that this issue
<br />
