The Planning Commission meeting was well attended. Although the public hearing was formally closed <br />on July 13, the Planning Commission allowed those in the audience to speak. Those speaking, both on <br />the 13 and 27 were in support of the park. No comments against the park have been received. <br />STAFF ECOh11`~Ef~®A°I'I®h! <br />Because Wapiti Park has failed, over the past 26 years, to come into compliance with the 1984 conditional <br />use permit, and the requirements of State law, staff recommends that if the interim use permit is <br />approved, it be subject to the following conditions. <br />1. THAT THE INTERIM USE PERMIT SHALL NOT BEC®ME EFFECTIVE UNTIL: <br />A. AN INSPECTION HAS VERIFIED THAT THE ONSITE SEPTIC SYSTEM IS <br />DESIGNED TO BE FUNCTIONAL YEAR ROUND AND REMAINS FULLY <br />FUNCTIONAL; <br />B. STAFF HAS APPROVED A MANURE MANAGEMENT PLAN, IN COMPLIANCE <br />WITH SECTION 10-9 OF CITY CODE; <br />C. STAFF HAS APPROVED A DEBRIS MANAGEMENT PLAN; <br />D. THE APPLICANT IIAS PROVIDED EVIDENCE THAT IT IS IN COMPLIANCE <br />WITH ALL OUTSTANDING VIOLATIONS AS IDENTIFIED BY THE DEPARTMENT <br />OF HEALTH INSPECTOR; <br />E. ALL STRUCTURES AND VEHICLES OTHER THAN RECREATIONAL CAMPING <br />VEHICLES AS DEFINED BY MINNESOTA STATUTES SECTION 327.14, <br />SUBDIVISION 7 HAVE BEEN REMOVED; AND <br />F. THE APPLICANT IS IN FULL COMPLIANCE WITH THE NINE CONDITIONS OF <br />THE 1954 CONDITIONAL USE PERMIT, AS FOLLOWS: <br />C:\Users\jmiller\AppData\Local\Microsoft\Windows\Temporary Internet files\OLKL8DB\CU 10-1G Wapiti Park SR to CC 8-2-10.doc <br />
