programming of such emergency activities as will involve the <br />utilization of the facilities of the department or agency. <br /> <br />6. Volunteer Personnel: The Director shall, in cooperation <br />with existing City departments and agencies affected, assist in <br />the organizing, recruiting, and training of such emergency <br />management personnel, that may be required on a volunteer basis <br />to carry out the emergency plans of the City and State. To the <br />extent that such emergency personnel are recruited to augment a <br />regular City department or agency for emergencies, they shall be <br />assigned to such departments or agencies and shall be under the <br />administration and control of said department or agency. The <br />Director may dismiss any emergency management volunteer at any <br />time and require such person to surrender any equipment and <br />identification furnished by the Director. <br /> <br />7. Coordination: Consistent with the State emergency <br />management laws, the Director shall coordinate the activity of <br />emergency management organizations within the City and assist in <br />establishing and conducting training programs as required to <br />ensure emergency operational capability in the several services. <br /> <br />8. Governor's Orders. The Director shall carry out al <br />orders, rules, and regulations issued by the Governor with <br />reference to emergency management. <br /> <br />9. Aide and Advisor. The Director shall act as principal <br />aide and advisor to the City official responsible for direction <br />and control of all City emergency operations during an <br />emergency. The coordinator's main responsibility is to assure <br />coordination among the operating departments, non-governmental <br />groups, and with federal, state, county, and adjacent <br />governments. <br /> <br />10. Reports. The Director shall prepare and submit such <br />reports on emergency preparedness activities as may be requested <br />by the Mayor and Council. <br /> <br />208.08 - LOCAL EMERGENCIES <br /> <br />1. Procedure. A local emergency may be declared only by the <br />Mayor or his or her legal successors. It shall not be continued <br />for a period in excess of three (3) days except by or with the <br />consent of the Council. Any order, procedure, or proclamation <br />declaring, continuing, or terminating a local emergency shall be <br />given prompt and general publicity and shall be filed promptly <br />by the City Clerk. <br /> <br />2. Coordination with Emergency Plan. A declaration of a <br />local emergency shall invoke necessary portions of the response <br />and recovery aspects of the Emergency Plan and may authorize aid <br />and assistance thereunder. <br /> <br />3. Interjurisdictional Agency. No interjurisdictional agency <br />or official may declare a local emergency unless expressly <br /> <br /> <br />
