Item # 5.1. <br />MEMORANDUM <br />TO: City Council <br />FROM: Jeremy Barnhart, Planning Manager <br />DATE: July 12, 2010 <br />SUBJECT: Commercial Reserve Transitional Zoning <br />At a workshop meeting earlier this spring, and after discussing the feasibility of rezoning <br />portions of the mining area west of Highway 169 to Commercial Reserve Transitional <br />(CRT), the City Council directed staff to review the area and report back on the number of <br />properties that would be negatively impacted. Negatively impacted lots are identified as lots <br />that do not meet the minimum 20 acre lot size as required by the CRT zoning district. <br />After review of the area, bounded on the west by the Great Northern Trail, Highway 169 on <br />the east, Woodland trails park, and the Brentwood neighborhood on the south, and 22150 on <br />the north, staff found: <br />51 separate parcels, <br />11 parcels are smaller than 20 acres, AND are not in common ownership with <br />adjacent parcels. <br />11 parcels are smaller than 20 acres, but share a common owner with adjacent <br />parcels. <br />Of the 11 parcels smaller than 20 acres, four have single family homes on them, three have <br />communications towers, and three host businesses and one is vacant. <br />North of 221ST, south of the landfill, there are three parcels, all owned by Capital Land <br />Group, LLC.
