City Council Minutes <br />June 28, 2010 <br />4.6. Maintenance Overlay Quotes <br />Page 9 <br />Mr. Hals presented the staff report. He provided a handout which listed a summary of quotes <br />that Staff had received from the following companies: <br />1) Midwest Asphalt Corporation - $54,455,50 <br />2) Hardrives, Inc. - $49,953.50 <br />3) Rum River Contracting Company - $36,030.28 <br />Staff recommends approval of the lowest quote from Rum River Contracting in the amount <br />of $36,030.28. <br />Council discussed the four areas as outlined in the staff report. <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER WESTGAARD TO APPROVE THE MAINTENANCE <br />OVERLAY QUOTES AS OUTLINED IN THE STAFF REPORT AND TO AWARD <br />THE PROJECT TO RUM RIVER CONTRACTING FOR A BID AMOUNT OF <br />$36,030.28. MOTION CARRIED 5-0. <br />4.7. Address Reimbursement Policy <br />Ms. Johnson presented the staff report. <br />Council changed page 2, under item 3a, to include the mailbox, and to reword #5 to say, <br />"Reimbursement shall not be made for a property owner's or occupants time or labor <br />associated with correction an address error." <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO APPROVE THE ADDRESS <br />REIMBURSEMENT POLICY WITH THE ABOVE CHANGES MADE. MOTION <br />CARRIED 5-0. <br />4.8. Discuss Council Worksession Agendas <br />Ms. Johnson presented the staff report. <br />Discussion regarding the public works master plan architect approval was added to the July 12 <br />Worksession. <br />Council recessed at 9:30 p.m. in order to go into a closed session. <br />5. Closed Session to Discuss Purchase of Propertyper MN Statute 13D.05, Subd, 3 (cl <br />The following were present at this closed session: Mayor Stephanie Klinzing, <br />Councilmembers Nick Zerwas, Jerry Gumphrey, Matt Westgaard, and Paul Motin, City <br />Administrator Lori Johnson, Finance Director Tim Simon, and Senior Administrative <br />Assistant Jennifer Johnson. <br />Pursuant to due call and notice thereof, the closed meeting of the Elk River City Council was <br />called to order at 9:39 p.m. by Mayor Klinzing. <br />
