Case File: <br />Page 3 <br />171 Focused Area Study <br />Final Adoption <br />Parks <br />The plan does not identify any specific locations far future active parks, but does indicate the desire to <br />retain existing open spaces, including the enhancement of some wetlands within the plan area. <br />Additionally, the plan highlights the benefits of a future trail parallel to the river along the western <br />portion of the plan area, but does not specify a preferred location. <br />Transportation <br />Much of the plan's evolution was based on the location of a future interchange. The plan includes the <br />use of existing infrastructure where possible, and the development of new connections, including south <br />the 165` Avenue, a new intersection on Highway 10 near 167` Avenue, and Yale Street. The plan also <br />identifies the benefits of additional connections fLw~.. the study area to Carson Street to the north and <br />Twin Lakes Road over the tracks at 173 Avenue. <br />The eventual build out of the area will increase traffic throughout the study area, most notably on Twin <br />Lakes Road, 171 Avenue, and Highway 10/169. The plan anticipates the need for roundabouts at <br />several key intersections, in part to keep traffic moving, but also to prevent traffic back-ups blocking <br />intersections and train lines. Amore defined transportation plan, using the land uses and densities <br />prescribed, will need to be developed to establish long term traffic control measures. <br />Land Uses <br />The Plan does not suggest wholesale rezoning of the area, eliminating existing uses. As has been <br />communicated from the beginning, it is expected that existing uses will be allowed, and new uses will be <br />added. Staff anticipates an overlay district over specific potions of the plan, and is working on <br />developing this ordinance for formal review, likely later this summer. <br />It should be noted that land uses in several areas of the plan do not change at all, including Yale Street <br />residential, and the area east and north of the commuter rail station. <br />Planning Commission <br />On June $, 2010, the Planning Commission reviewed the plan, and recommended approval as drafted, <br />with the exception of updating the names on the cover sheet to reflect new commissioners. <br />Next stews <br />This item is scheduled for review by the City Council on June 21, 2010. <br />Action Motion by Second by 'Vote <br />Follow Up <br />N:\Departments\Community Development\Planning\Pmjects\FAST Study Area\FAST staff report EDA for adoption Jutte~Ifl Changes DH.doc <br />
