<br />r imP~ementat~on <br />Implementing the master plan for the ~7~st Avenue FAST is not a single step. Achieving <br />the vision established in this plan involves a series of interrelated actions spanning a <br />number of years. The vision may have to adjust reflecting changes in market dynamics, <br />land ownership, community goals, economic prospects, or consumer preference, yet at <br />the same time it is important to protect the vision against short-term opportunities that <br />undermine the long term vision. With good planning, consistent policy implementation, <br />and adherence to the vision, development will eventually reach the critical mass that <br />leads to success. This chapter provides a guide for actions and investments required <br />to implement the master plan and realize the vision for the i7ist Avenue FAST. <br />• <br />
