BACKGROUND <br />• <br />easement runs north to south, essentially <br />paralleling Ulysses Street through the <br />southern portion of the project area. <br />Large electric transmission lines extend <br />from the Great River Energy (GRE) plant <br />along the northern wetland corridor to <br />the east. One line parallels the rail line <br />near the Northstar station and extends <br />south to the RDF plant. <br />EXISTING LAND USE <br />Residential <br />Residential land uses are generally located <br />in the northeast portion of the project <br />area and along the river edge as indicated <br />in Figure z.3. The most recent residential <br />project, Elk River Station, was completed <br />in zoo7. The 39 acre high density <br />development includes a mixture of senior <br />rental and owner occupied townhomes <br />and is located just east of the commuter <br />rail station. Single family homes comprise <br />the remaining residential uses, and are <br />situated north and south of 175th Avenue <br />around Kleivers Marsh and the northern <br />wetland complex. <br />Commercial <br />Commercial uses are generally located <br />along Highway io~i69 north of i7~st <br />Avenue. This land use primarily <br />encompasses auto related uses, including <br />a large auto dealership, auto repair and <br />auto body shops. Small service related <br />uses also exist within the commercial land <br />use. <br />Industrial <br />Industrial uses include three primary <br />areas, the Northstar Business Park, the <br />RDF plant, and the industrial uses near <br />the station and along Ulysses Street. <br />The Northstar Business Park in the <br />~' <br />~ 6 i 17130. Much of the <br />construction has occurred within the last <br />three to five years, and only two parcels <br />remain open for development. The <br />RDF plant located along 65th Avenue <br />is roughly 4o acres and includes a public <br />recycling facility. The central portion of <br />the study contains two large trucking <br />companies north and south of ~7~st on <br />the south side of the rail line and small <br />warehouse and manufacturing uses along <br />Ulysses Street. An area north of 173rd <br />Avenue has been improved with the <br />construction of Vance Street, but has yet <br />to see industrial development. <br />
